Daybreak: Assad Warned on Chemical Weapons

• President Obama, echoing statements made by Secretary of State Clinton earlier this week, warned embattled Syrian dictator Bashar Assad against using chemical weapons. As Assad’s grasp on power wanes, reports stoked fears that Assad may use his stockpile against rebel forces. [CNN]

Haaretz reports that the Jerusalem planning committee has revived plans to build in the controversial Ramat Shlomo neighborhood in East Jerusalem, just days following the announcement that Israel had been approved planning of a settlement linking Jerusalem and Ma’ale Adumim. [JTA]

• Two people have been arrested in connection with a shooting in Toulouse, France, earlier this year that took the lives of three children and a rabbi. The shooter was killed in a shootout with police back in March, but progress on the entire investigation had slowed in recent months. [JC]
